Your telegram 18th January In view of less drastic policy with regard to missionaries indicated in your despatch 8th November Circular I would suggest that idea of trustee should be dropped and that we should instead pay to the German Mission(s) value of their property and let them deal with proceeds as they please. This will avoid meny difficulties of administration. May I negotiate with their representatives accordingly meanwhile introduction of Ordinance postponed.
